“In that day you looked to the weapons … you collected the waters of the lower pool, and you counted the houses of Jerusalem …” (v19-10)”. In Isaiah’s vision about Judah’s destruction, he watched as the people tried to save themselves by collecting weapons and storing water. They raced around, organizing resources, yet they ignored God: “But you did not look to him who did it, or see him who planned it long ago” (v11). They didn’t realize their “covering” had been removed (v8).
Judah had been urged to repent, but they closed their ears (v12-13). Weapons, wealth, and resources can’t save us; the only safe place is under God’s covering of mercy.
